how does a carnival work exactly? I’ve seen links to many carnivals, just never taken the 3 minutes to figure them out

As far as I understand them to be is people send in links to articles they’ve written - Link/Description and the person hosting the Carnival will post them. I think it’s away to advertise your site and provide a little PR love too.
Or at least that’s how I understand them to be..
